MMAH Approves 120 MTSAs and PMTSAs in Toronto

On August 15, 2025, the Ministry of Municipal Affairs and Housing (“MMAH”) approved 120 Major Transit Station Areas (“MTSAs”) and Protected Major Transit Station Areas (“PMTSAs”) boundaries and policies, with modifications. The City of Toronto’s Official Plan Review page has been updated, and can be accessed here which summarizes the MMAH’s Decision.

Overland LLP is reviewing the modifications made by the MMAH to the version of the implementing official plan policies adopted by the City of Toronto and will provide a further update on the substantive changes. We note that in particular, the Decision with respect to OPA 540 provides overarching policies for MTSAs and PMTSAs throughout the City. You can access the Decision for OPA 540 here.
